(46,227 posts)Typically, the Senate convenes for a brief session after the inauguration ceremony has concluded, at which time they vote on several of the nominees. Some aren't confirmed on the 20th, but typically are confirmed the next day or a few days later. Trump was an exception. Even though the Repubs controlled the Senate, only two of his nominees were confirmed on Jan 20. Several weren't confirmed until March or April.

Feel free to find other sources saying contrariwise if NBC seems unreliable to you. I certainly don't put all my eggs in their basket, they are merely the first source which told me so.

(46,227 posts)Cabinet secretaries aren't confirmed before the president is sworn in. But the Senate typically holds a short session the afternoon of Inauguration Day to confirm cabinet members.
Clinton and Bush had most of their nominees confirmed on January 20. Obama had six on board on inauguration day (including Gates, who was a carryover from Bush and didn't need to be confirmed. Most of Obama's other nominees were confirmed by end of the month.
But Trump only had a couple of nominees confirmed on January 20 and only one other was confirmed in January. Several weren't confirmed until March or April. And that's with the Republicans controlling the Senate.
