How does this kind of thing even get approval?

A twice- impeached outgoing president, who only two weeks ago provoked a deadly riot in our nation's capitol, gets special treatment in the form of a ceremony for himself. Why wasn't this a resounding "no" from Secret Service, the Military, the handlers, and all involved? Who is in charge of making this kind of thing happen, and why are we even doing it?

Every president after the ceremony for the incoming president, leaves DC via AF1 (the new president authorizes the use of the plane and the call sign) and a ceremony is held, once again by the new president's authorization. sh*t for brains by leaving early still had the authority to approve the ceremony and the use of AF1.
