He served 7 years in prison; the Pulitzer-winning reporter who exposed his crimes has called him the most corrupt member of Congresss at that time.
The pardon cited his military service as a flying ace and apparently since getting out, he serves with a volunteer fire dept, and ran prison literacy program. At least he did some redeeming things, unlike many of the other crooks and creeps Trump pardoned, but this stilll sets a bad example.

Mostly small-time drug offenders and fraudsters. Nobody in Trump's family or anyone involved in the coup..
