I think she was appointed by the Library of Congress (as they all are officially I think) and I'm sure she did good works in the name of poetry. My impression is that nobody in that crowd gave a rip so they just filled the position with someone who they thought would look good.

I'm not sure she's not still poet laureate in fact. Youth Poet Laureate may well be a different appointment.
