If the GOP knows there might be a chance PR would go with them we could possibly get the two entered together. In a more sane time the idea would be to even out the votes towards each party.

Nowadays I don't know much of what to expect from the GOP.

So it's not anywhere near as tough as passing an amendment, but yes, filibusters could get in the way.

We need to talk Manchin into giving up on keeping the filibuster.

An Amendment to allow them to have a voting representative, yes, that I can see, beyond that, nope.

Puerto Rico becoming a state, sure, but that's easier said than done.
