They claimed a reserve of vaccine that never existed strictly to pretend they had a handle on this.
I think their plan consisted of "When a state calls, send them some."
Of course, that's a sentence, not a distribution plan.
So even though, as you said, better no plan than a plan full of lies, they managed to have no plan and lied anyway!
