(55,334 posts)He'd been pressed by Civil Rights leaders to lean on Executive Orders to fix the country's civil rights abuses (and he did do that some; it was really Kennedy who used EOs for civil rights action). But Johnson also felt like it would be more transformative to have Congress, the people's representatives, pass the major pieces of the Civil Rights Acts of 1964 and 1965. And he was right. For all his faults, Johnson ended up having a much bigger impact on how much progress was made than Kennedy did.

Same as "troops" used for individuals. Was watching an old movie where a guy was asked how many troops there were and he said there was one, when asked how many troopers, said 95. SEE! I yelled at the TV.
