9. There are processes that have to be followed,

at least if it's being done right, and they do not happen overnight. There are a lot of things that need doing, many of which probably don't take all that much time by themselves, but all together add up to an enormous job. But I'm sure we'll keep hearing complaints of "Why hasn't Biden done ________ yet?"
