It appears that whoever reported this initially (USAToday?) mistook what's called a 'Text of Proposed Order' with an actual order signed by a judge, and other outlets just ran with it w/o checking further. This type of document is often filed by counsel on various routine matters in federal court to save time, although the judge isn't bound to use the proposed order. In this case, the defense filed the document along with its original motion.
You can see the document here. It isn't signed. It doesn't even show judge's name.

(6,474 posts)...for the Court's consideration. The Respondent will have an opportunity to file a written response and their own proposed Order. The Court can use either, modify a proposed Order or sign its own Order
