4. For sure. NCO supervisors should have made it clear this will not be tolerated. And they should

have known who did it before outside military investigators came in.

This means the NCOs are looking the other way in terms of racism in the ranks.
And they do not have control of their troops.

I’m not military. I am asking to understand if these people who hang nooses, have these attitudes, can those who are committing these acts tell us why? Why do they think they need to do this? Can they have some sort of introduction to other cultures n have change of heart? Is it better to discharge them n they fall into the hate groups?
