I think it is a way of gathering her thoughts for a few seconds before coming up with an answer.

She does think well on her feet and she actually answers questions. If she does not know, she says so.

How refreshing.

It's a great device to take the time to "think and process" the question/answer before she responds

And at the SAME moment: she demonstrates Respect to the journalist asking a legitimate question, which in turn I think incentive to refrain from asking stupid questions.

Because let's face it, I hear stupid questions posed to the officials ALL the time. And it's rather infuriating to me, I have to imagine it is thus with the White House Communications and officials all the time.
