But it's certainly an attention-seeking device that indicates (and is a red flag) to indicate that the words within lack substance and therefore need to be decorated with distracting flourishes and other affectations. It's truly annoying to try and read. Typically, whenever I see such attention-seeking gimmicks, I'll just skim or skip right over (for obvious reasons).
