The votes are non-binding, because a budget resolution never becomes law, but it puts senators on the record, and allows the minority to force tough votes.

The last vote was a manager amendment that stripped out the amendments leadership found troubling.

(7,627 posts)4. this is a normal part of the process for a reconciliation bill.
after bill is introduced senators can propose amendments. Once this is resolved it goes back to commitees for final writing and then the house and senate committees meet to reconcile the differences.
