5. Why isn't it obvious that the government does not yet know the 2020 income for most of us yet?

Tax returns for 2020 are due April 15 (give or take a day for weekends/holidays).

Pretty hard for them to determine what to send to folks who have not yet filed taxe returns.

I'd certainly rather have money now, rather than wait on money until after my return is filed.

11. Using 2019 income as a starting point is fine

There just needs to be a mechanism added so people with drastic changes from 2019 to 2020 can state that and request
the relief

Also 18,19,20 year olds who were dependents in 19 should be able to receive the relief if their situation has changed
