"Hang Mike Pence !"

I may have missed it, but I did not know this :

CNN said this morning that we know Trump was watching on TV the mob invade the U.S. Capitol. (This I knew)

At the point where the mob was yelling "Hang Mike Pence !"
Trump tweeted out "Mike Pence is a coward !"

Isn't that 'inciting' a riot ?
