There also was a restraining order out for him not to contact the clinic.
My guess is an opiate addicted man desperately looking for more drugs. So unless all drug addicts who go into criminal acts to get their high are terrorists he probably wont be labeled as one either.

The news right now is portraying him as a long time resident of the area who has had regular run ins with the police, mostly for DUI and pot possession over the past 20 years.
He is probably a right winger, since most people in that part of Minnesota (not too far west of the Twin Cities) are Trumpers, but so far the police are treating this as some sort of revenge/personal issue thing.
