(I would not like to see the inside of their houses...yikes!) however, when I was a janitor at a elementary school, whenever there was feces spread on the walls, we would have to report it then do timelines of when it was likely to have happened, so we could get CPS involved, because that is a sign of sexual abuse...in children, anyway.
