7. He's Confirming What I've Been Saying

There was no plan. The most they had was "If a state calls, send 'em some."
While bragging about a successful pair of vaccines they had nothing to do with, they were both:
1) Too incompetent to realize that their job only BEGAN when the vax was approved, and;
2) Unwilling to promote vaccinations because it would expose their "it's no big deal" lies.
Despite what that idiot that ran warp speed said, they had neither a strategic nor tactical plan.
