All that realistically could have happened is that the certification may have been delayed longer than it already was- it's not like the States wouldn't be able to duplicate the certification paperwork to Congress. They would just re-send it and Congress would just start it all over again. The only way that Trump would have actually successfully stayed in office is if he had the support of the military and sent the tanks rolling in.
