He doesn't have what Republican primary voters want anymore.

They (inexplicably to me) actually like Trump's crudeness and abrasiveness. There was a time when Pence's dull-as-dishwater personality might have worked, as long as he spouted enough "family values" and pro-gun rhetoric. But that time has passed.

Perhaps Pence is delusional enough to run anyway, but I'd bet good money he'd be forced to drop out early in the primaries if he did.
