Instead of filming, that person could have gone to her aid, possibly with the help of the postal worker.
I would never have taken my cell phone out of my pocket, and would have done whatever I could to help the woman get up safely.

I'm sure it's a fixed security camera (note how the straight lines are bowed, indicating a wide-angle lens, and the centre of the original picture is to the right of the embedded video). The embedded YouTube video is a clipped section of it.

Unless someone is levitating or perched on a ladder, there isn't any person holding that camera.
