He is arguing that both sides were right, but that he is siding with the reading that says you can't "impeach" Trump because he is a private citizen.
This is what I really think: I think Mr. and Mrs. McConnell want to be sure they are still on the guest lists for all the republican galas that will be resumed once we get through the Covid-19 crisis.
