As a U.S. senator, there's not a hell of a lot he can do that requires his presence in the U.S., so he decided to take his kids on the vacation they'd been waiting for. when the kids's school was canceled - and the snow storm was predicted days before it happened. More importantly, he could have told the kids that it's not a good time to go on vacation right now because he has an obligation to stay in TX to do what he can to help the people. He would have been setting a good example for his kids if he'd told them that it's more important to help others than to take advantage of your position to indulge yourself. The kids are 10 and 12, not toddlers. If they were really suffering from the cold they could have been shipped to relatives outside the state (if there are any), but Daddy certainly didn't have to take them to Cancun.
