Owners and operators of the network should foot the entire bill and pay restitution to the taxpayers and customers. Fuck those assholes. They should also be forced to give up the entire enterprise and the state should make it a public utility.

The same assholes should have to fund a new infrastructure, like point source generation. They have done this on purpose and they should lose everything to make those whom they harmed close to whole again.
