4. Since it started

There is obviously a need for some kind of central coordination between ALL of the parties - both the House & Senate Sergeant-of-Arms, the Capitol Police and the Metro Police (and obviously these with the Secret Service when they are there). I would also add there are other LEO that are normally around that area including the NPS Police.
