2. I can't help but wonder what his blood alcohol was; not an accusation, just a query.

It sounds like he really banged up his legs. Combine bum legs with a bum back and you could end up being a bum golfer.
It sounds like he really needs a fulltime driver. They said that the accident was Tuesday morning, I also wonder was it 2:00 AM, or 9:00.

Compound fractures means immediate surgery, unless other (internal/head) injuries take precedence. Even then that's still AN immediate surgery. His BAL might not be known to the cops via cop-administered breathalyzer, but the doctors would determine it by blood draw during his initial trauma evaluation/stabilization -- for multiple reasons, one of which is that the anesthesiologist would need to know.

That said, even with his DUI history he could have been totally sober. When I was in high school a friend rolled his car on a similar winding downhill, while (really truly) sober. Letting your speed get away from you can get disastrous in an instant on these kinds of roads -- totally unforgiving.
