Literally in his last hours in office, the night before the inauguration, Donald Trump rescinded the ethics rules that might have banned something this corrupt outright.

Which almost has to happen when you consider that the man who hired him as Treasury Secretary had to pay $25 million back in December 2016 to settle that nastiness over Trump University.
