MORE: It’s not known what the men were doing there, but police responded after a caller reported suspicious activity. Federal prosecutors, meanwhile, say there was a “quick reaction force” of militia members stationed somewhere outside of D.C.

Pretty clear evidence of the rumored Oath Keeper "quick reaction force". Just across the river with a visual line of sight to the Capitol.
