You don't see Rhodes standing trial or paying fines, do you? Rhodes hasn't forgotten anything; the scam's working precisely as it should. He gets to look like a big shot, and others have to clean up the messes he leaves. It's a sweet gig as long as Rhodes doesn't run out of suckers. I don't see that happening anytime soon.

and nobody knows what happened to him.
He needs to be careful dealing with dangerous people like that. Or not, honestly I don't care.
