Manchin voted YES on Portman's amendment

Would extend unemployment only to July 18.
No help on taxes.

Explain for me.

Presider said amendment passed when vote was 50-49.

This approved amendment to extend it for a longer period of time and exempt it from taxes in some way after it all passes.

Then it goes back to the House and the House re-passes it.
