The Trump Administration wanted other pharmaceutical companies to manufacture the Pfizer and Moderna vaccines, but nobody else had the skills nor equipment necessary to do work with mRNA type vaccines. Johnson and Johnson's vaccine use a more traditional viral vector approach. Assuming Merck had the ability to manufacture J&J's vaccine and was offered a reasonably priced contract to do so, the don't really have any reason not to help out.
