10. It Shouldn't!

Capsaicin is an amine with the nitrogen internal to the chain substituted onto a phenolic ether ring.
A boric acid solution should turn the amine into a highly soluble hydroborate salt. Then a few rug & upholstery shampoos will remove the salts.
Trust me on this. The car can be recovered.
But, it's time consuming & probably expensive.

11. Perhaps that is so with people grade...

But I know for a fact that a particular agency requires that bear spray be in special containers when inside of agency vehicles because they had to declare so many vehicles as "totaled" due to leaking and exploding cans of bear spray that was issued to workers. And it was not allowed to be left in a vehicle at the end if the shift.

It can be a permanent thing in a car, kind of like never being able to get rid of the smell of fish.
