The Salinas River used to empty further North near Moss Landing but farmers in their quest to convert even more wetlands to farmland probably punched a new channel through through the dunes and blamed it on the San Francisco Earthquake.

Lower elevations around the Salinas River were naturally wetlands but most had been drained by 1900 using Chinese labor. Racism in Monterey County reflected the U.S.A. at large. Chinese farmers and fisherman were driven out of business between 1875 and 1900 by discriminatory laws. In 1906 the Chinese quarter south of Monterey burned in a fire of suspicious origin and local regulations were immediately passed preventing its reoccupation by Chinese families and businesses.

The Salinas River used to flow to the sea all year but after World War II so much water was being extracted for agriculture the river mostly dries up in the summer and the area pictured in this video becomes a brackish lagoon. Further upriver there is a big rubber dam that catches the last trickle of fresh water flowing in the river. This water is mixed with reclaimed sewage, treated further, and recycled for irrigation and groundwater replenishment.

The refuge, in spite of its largely artificial origins and degradation, is a great place for watching birds.
