His district went for Trump last fall, and Golden was elected by a bare majority in 2018. So it'd be reasonable to suspect he was allowed to vote against.

A little crowd of vulnerable Dems must be vying for help these days every time a controversial bill is up.

in swing and red-leaning districts almost always do it because that's where they belong ideologically.

To band together and refuse to vote unless the $15 minimum wage was included, they could be so powerful and have so much influence if they wanted to, like how Manchin holds the Senate hostage but actually do some good with it.

The D image should be getting big things done when needed and not mired in absolutism & unnecessary detail.
There's still 20 months to the next election.
Plenty of time to get things done without tying up the relief bill like tone deaf Rs did.
