Some states, to suppress the vote, do not allow college students to declare residency at their college address.

Colleges set their own residency requirements to determine in-state or out-of-state tuition payment. The states don't do that. Colleges don't care about voting status. They just want the extra money.

Aside from that, I think it depends a lot on the state.

I know my daughter's school is offering it for any students who qualify as a medical condition.

be able to get the shot wherever they are in school, but that age group is not eligible unless they have health issues ...

Should contact local health or school health dept

our campus will vaccinate them. I have heard nothing about them having to return home to get it.

They didn’t ask my address, tho when I checked in they looked at my drivers license

Soon they will have so many damned vaccines no one will care if you fit a profile
