2. Want to why the GQP is upset about the money going to the states?

Democrats built in a safety measure so that the money goes where it is targeted. Red state governors can't just use the money how they please, to fill in budget gaps from tax cuts eg. The money must go where it is intended to go or those states that violate the language that is in the bill must return the money to the federal government. Poor Rick Scott must have been planning on another Medicare-like theft of funds.

And, yes, Republicans are mostly worried that it's going to work very well. They want Democrats to fail. I think they are also concerned that Biden is disciplined and determined in ways that they haven't seen a Democratic president in a long time.
