White (primarily Argentine) tourists were targeted, sometimes coming in for minor accidents and then dying due to "unexpected" hypoxia.

The reason? Because a black market had developed for their organs and blood, for wealthy locals and Europeans (primarily German) who demanded that they be "of white origin."

They actually left out the best one. Right after realization sinks in to Archie who the donor will be, he whispered to the other doctor 'But she's B-L-A-K!!". She hears him and says "yeah, but my blood is R-E-D-D."
