(24,284 posts)to Congress, he is not required to do it in person. He can provide it in writing. Over the years it has become a purely political event anyway. I wouldn't do it if I was President.
I would also do away with saluting the military. Ridiculous custom started by Reagan. Civilians should not salute anyone. Just my opinion.

(24,284 posts)is the people who wrote the Constitution wanted civilian control of out military. Although the President is commander-in-chief, he is a civilian. That's why he/she doesn't wear a uniform. I just don't think saluting is something a civilian should do.

(8,329 posts)There are still limits on how many people are allowed in the House Chamber in the name of public safety. It is barley a quorum, 220ish people. As the House, the Senate, the Cabinet, the Court, the Joint Chiefs, the Diplomatic Corp, Limited House and Senate leadership staff and Security Personal well exceed that number (well over 600 people), it is not really possible to hold. A recent roll call article said that about 75 percent of House Members have been vaccinated so it still leaves the possibility of a SOTU event being an indoor super spreader.
