2. Sorry but Florida has the 3rd highest state population behind Texas and California

so percentages of new covid cases is a much better metric.

Texas which has 10 million more has significantly lower Covid despite also fully opening and hosting Covid spreading events. In this one case I think its instructive to compare Spring Break states. Generally, I agree over the longer term the per capita number is better

it has the percent of positivity it compares states by population and not just straight numbers of new cases.

NY is above Florida. (The asterisk about NY using 2018 data is irrelevant, since since the numbers you reported are totals, not total/100,000 people)
