Can the new Arkansas Medical Conscience Objections Law

allow healthcare workers to refuse people of color if their conscience tells them to?

As far as I know, it does not specify anything but non-emergency treatment. Which in and of itself is full of loop holes. Cancer, diabetes and heart disease treatment is non emergency as far as I know.

Hippocratic oath doesn't say pick and choose patients and procedures based on your conscience.
