Two would be enough for some modifications to the existing rule

2. They can just eliminate the filibuster for individual bills that 50 senators want to pass.

A bill-by-bill "nuclear option" in case they can't get 50 senators that want to make a change to the filibuster in general.

If not, the political reality is that right wingers run enough states that they can ensure that only their voters get to cast a ballot.

Plan. Did not lay out a lot of details, but said no doubt they would pass HR1/S1. She’s not one to just say stuff.

Because there won't be a handful of new Democratic senators elected in 2022 if HR1/S1 isn't passed.
