Biden's reaction to the pandemic was "How do we solve this, and who are the best people to do it?" The former guy's reaction was "How can I turn a buck on this, and reward my supporters?" The pandemic was too big for the former guy, and his lifelong reaction to big problems is to ignore them, run away from them, sue them, or if absolutely necessary, buy them off for the cheapest price he can negotiate. A pandemic doesn't yield to the former guy's methods.
