This is just ridiculous.
He first repeated his line that he has given to all the senior police officials "that it has been a long tine" since they were out on the street and actually arrested a person.
He is back to his laundry list of hypotheticals, none of which appeared to have occured here.

specific case. The assumption is that the officer is fine to assume "he is in danger" and whatever force he used is justified.
