5. Why aren't the owners responsible for

pruning, etc? How is that different that owning a rental house in the US? If you don't have a tenant, you are still responsible for upkeep of the property.

Are they all on an automatic irrigation system? Or does this area of China have buckets of rain from every direction? Those unmaintained gardens are very lush.

As for the mosquitos — pfft. Keep your window screens in good repair. Yeah, that would be annoying. If there were more residents, you could bring up mosquito abatement at the HOA meetings.
