Other businesses operate under court orders, too. In the music business, performing rights societies, like Ascap and BMI, operate under Consent Decrees in order to collect and distribute royalties.

Generally, these decisions are made because these businesses must operate federally, that is, in many different states each of which has different laws and regulations.
