A level 3 registered sex offender has been arrested after allegations that he exposed himself to an 11-year-old child in a store in Ontario County. Paul Goodrell, 51, was arrested after an investigation into an incident at a store in Hopewell on January 2, 2021. According to Ontario County Sheriff's deputies, Goodrell exposed his genitals to the child at the store, which was not named. Deputies arrested Goodrell and charged him with first-degree public lewdness and endangering the welfare of a child. He is being held in the Ontario County Jail on a parole violation.
In January 2017, two 11-year-old children said Goodrell stalked them through a store in Victor repeatedly exposing himself, even as they tried to get away. ... the siblings say they were approached in the marker aisle at Michael's Arts and Crafts in Victor January 22 by a partially-nude man.
This is far from the first time Goodrell has been arrested for these types of incidents. Prosecutors said in the past, Goodrell broke into schools specifically to expose himself to children, from Newark Middle School in 2006 to a school in Auburn in 2010. Instead of a misdemeanor, prosecutors charged him with sexually-motivated felonies which led a 12-year state prison sentence.
But an appellate court later called that sentence "unduly harsh," and cut it in half, even while acknowledging Goodrell's extensive history. When he pleaded guilty to that incident in March 2017, he was asked if he had anything to say to the affected parents and children, Goodrell responded, "No thanks, not now" before turning back to a media outlet's camera and saying, "It's only a penis, for (expletive) sake."
