He thinks the problem is due to a police force full of idiots because counties don't pay enough to attract intelligent people.

I think the problem is that the system itself is corrupt and racist. Individual cops are taking full advantage knowing they can get away with whatever they want. Their crimes are covered up by equally complicit coworkers, police chiefs, union leaders, medical examiners and district attorneys.
