She-officer was an instigator. Expects the other cops to take bikes. I hope she is identified and fired.

a development? There could be an HOA involved. Lived in a condo where the association rules prohibited bike riding.

why they got pulled over. There are laws to riding bikes on public roads and I saw about all of them get violated over and over in the video. One is that there are clearly a lot of kids under 17 without helmets.

then the female cop sort of over stepped his warning to the kids . Sergeant said he wouldn't take the bikes. He just spoke to them and gave them a reasonable warning. Then she came along and said "take the bikes".

at 15:54 in the video the female cop at the station speaks to the kids when the come to get their bikes back and explains some things, tells them she doesn't even have to give the bikes back because they are not registered.

I didn't know kids needed a license to ride a bike?

The kids don't have to be licensed, but I know a lot of cities require bike registration. The idea being, if someone reports a bike stolen, the police have the registration on it, so they can more easily be on the lookout for it.
