Was because Trump wanted it. It was proven ineffective almost from day one. Within weeks, there were BBQs on the southern side of the border with people having races to see who could climb to the top the fastest - best times were always under a minute. A Mexican senator even climbed one bare handed. Along with these ladders, ones made out of discarded rebar that blended into the new design nicely were being used. It was an expensive joke.
