Politics and the "Rule of Thirds"

I have long believed that the human population can be divided into thirds, when it comes to opinions, attitudes, and decision-making:

One third of people are generally, kind, well-meaning, and thoughtful.
One third of people are generally assholes.
The final third generally looks at everything and just says, "Huh?"

In our more or less democratic system, much usually depends on what that last third does. Convincing that third to agree with one or the other third is the fundamental goal of most politics.

Sadly, that final third is fickle and difficult to predict. Thus, so is the makeup of our government much of the time.
